I am responding to your inquiry in a letter dated May 3, 2005, regarding training for Automotive Technicians. Relative to the handling of automotive refrigerants under Rule 1411- Recovery or Recycling of Refrigerants from Motor Vehicle Air Conditioners, certificate issued prior to 1995 by the South Coast Air Quality Management District (AQMD) are not considered valid by the Environmental Protection Agency (EPA). To be considered valid certification training must be completed through an EPA approved Section 609 Technician Certification Program (See attachment).
