Gasoline Tank Dispenser Hoses

California regulations require that all underground Gasoline Dispenser Facilities (GDF) be equipped with Phase II vapor recovery systems that have been certified as compatible for fueling vehicles (think hoses) equipped with Onboard Refueling Vapor Recovery (ORVR) systems. So how do you know your GDF needs upgrades? Just give your designated operator or gasoline tank contractor a call and hopefully he/she will have an answer. The deadline for compliance is March 1, 2006.
We wrote to you on some of these related issues on January 17, 2005 as well. There are two types of dispenser systems approved, the Vapor Assist type or the Balancer type. The new regulation, among other issues, requires you to only upgrade your hoses if you have a Vapor Assist system. The new requirements are summarized as follows:
Vapor Assist Systems : If you dispense multiple grades of gas thru a single hose, chances are that you have a vapor assist system. Four dispenser units that have been approved by California Air Resources Board (CARB) are as follows:
If you do indeed need the new hoses, the contractor can apply for permits to the local APCD/AQMD. Please note that if you have the more common Balance type, then you do not need any upgrades to your dispenser.
Maintenance Log: You need to add a maintenance log to your records. The facility already keeps a Designated Operator Manual as part of compliance with State Water Resources Control Board regulations. Just request your Designated Operator to add the maintenance log to the Manual. Other CARB requirements (enforced by local APCD/AQMD) may require the facility to conduct a daily check on the gasoline dispensing facility (GDF) and maintain a log.
Signs on The Dispenser: Only SCAQMD requires the operator to post nozzle operating instructions and signs as follows:
"TOXIC RISK - FOR YOUR OWN PROTECTION DO NOT BREATHE FUMES DO NOT TOP TANKS"
Other Signs For Dispenser: Proposition 65 warning should be in place on the dispenser and should be clearly visible (nothing new here). Your local Fire Department, Environmental Health Department & APCD may require other signs for which compliance is necessary as well.
